DISTINGUISHING JOB CHARACTERISTICS

 

Under general supervision, the Financial and Quality Assurance Analyst is responsible for (1) determining the quality, accuracy, and completeness of child support case activities by identifying errors, training and process gaps, and providing constructive feedback; (2) performing case financial services such as audits and distribution to determine the collection and disbursement of support and cash medical payments received, financial corrections; stop payment, void and payment pulls, and the establishment of recoupment accounts; (3) performing case financial activities of the Case Intake Specialist Position and Modification Specialist when necessary and to determine accuracy of the case activities.

 

The Financial and Quality Assurance Analyst will independently conduct these duties efficiently and exercise professional judgment and analytical abilities in each phase of the financial situation and will be responsible for all work performed, including risk analysis, research, communication, and documentation of findings, adjustments, release and/or audit issues discovered, and the final report.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Accesses SETS, case files and reports to conduct detailed reviews of cases to determine if there is a reason to adjust (modify) the amount of the support order, medical order, or arrearage payment or to determine if there is a valid reason to terminate the support orders
  2. Accesses SETS and the case file to conduct detailed reviews and audit the allocation and disbursement of payments to determine if court or administrative orders have been properly executed and applied in SETS. Manually adjusts balances in SETS when necessary
  3. Assesses SETS, the case file, and reports to conduct detailed review of cases to determine if paternity establishment, support establishment, review and adjustment and enforcement activities were conducted according to state and federal regulations, agency procedures and free of errors.
  4. Performs general arithmetical computations to verify money collected and disbursed, reconcile case account balances to reflect audit finding
  5. Generates certified statement of arrearage and case audits, subaccount balances and summaries for parties, courts, private counsel, upon request of other states for intergovernmental cases and agency staff.
  6. Reviews and interprets legal documents such as court orders, reports, and correspondence based on Federal and State child support laws and regulations
  7. Executes appropriate adjustments to support cases by performing financial corrections, releases, pulls, monthly current in excess, recoupment accounts/state, void and stop payment requests based on a referral from staff or PAAR. Enters appropriate running record comments in SETS case regarding any action taken on a child support matter. Acts as liaison between PAAR and staff through financial mailbox.

 

  1. Performs single and/or multiple IV-A and IV-E distribution. Obtains public assistance records from CRISE, OnBase, physical files, and public assistance cards. Updates SETS balances including the URA. Maintains SFRC notes.
  2. Performs assigned Medicaid allocation distribution; requests SADJ Medicaid Refund request and performs necessary balance adjustments
  3. Assures the disbursement or hold of collections, modifies and end dates sub orders; initiates the termination process by evaluating case information, court order and specific reports due to emancipation of child
  4. Analyze account accruals and dispersals of child support collections to verify proper distribution of public and private money
  5. Calculates interest in judgments and adjusts case financial balances to reflect Social Security derivative benefits received by the child in appropriate circumstances as required by law
  6. Evaluates requests for Adjustment and Review (Modification) to determine if the case qualifies under the reasons set forth in the Ohio Administrative Code.
  7. Calculates child and medical support obligations utilizing the Ohio Child Support Guidelines and Worksheets.
  8. Completes Administrative Recommendations upon requests for review and adjustment.
  9. Utilizes prior child support worksheets in split-custody parenting cases to determine the appropriate amount of child and medical support and arrearage payment when reviewing a case for termination of support.
  10. Reviews cases and reports to determine if case intake functions were conducted timely and error free, including IVA/IVE interface reports, new support case reports and ad hoc reports.
  11. Reviews and responds to OCS correspondence in the Financial Mailbox, customer requests, or co-worker requests for financial or review and adjustment inquiries.
  12. Documents all action taken in SETS and the case file. Ensuring copies of any audits, distribution or certified payment statements are filed in the appropriate case file.
  13. Maintains logs of reviewed cases and reports, drafts non-conforming reports for management and assists in developing corrective action plans and training for staff to reduce errors and increase efficiency.
  14. Communicates by telephone and/or in writing to explain audit results to custodial and non-custodial parents, attorneys, child support staff and other child support agencies
  15. Explains accounting procedures, federal and state child support regulations, and laws
  16. Prepares case files for administrative or court objection hearings and may testify on behalf of the Agency at state hearings and in court
  17. Answers general questions regarding audit procedure, child support collection and disbursement rules and procedures, including case specific information.
  18. Responsible for investigating, monitoring .and completing a variety of reports to enforce the collection of child support orders, including but not limited to QFR140RA, QFR017RA, QFR018RA, QFR080RA and QFR036RA
  19. Conference with all agency departments to provide further assistance, if necessary.
  20. Maintains confidentiality and security of case information.
  21. Participates in meetings and training as a member of the Financial Services Unit.
  22. Participate in community outreach, agency committees and events.
  23. Maintains regular and predictable attendance.

QUALIFICATIONS

An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. Examples of acceptable qualifications are:

 

Required: High School diploma or GED, plus 4 years of experience in child support case management; case intake, review and adjustment or a combination of those duties accounting for monies of support orders. Qualifying experience must include working with the public in person or by phone giving information about child support services and programs and solving customer problems/complaints, OR

 

Associate’s degree and 2 years prior experience in child support case management; case intake, review and adjustment of support orders or a combination of those duties accounting for monies of support orders. Qualifying experience must include working with the public in person or by phone giving information about child support services and programs and solving customer problems/complaints

 

Experience in organizing and prioritizing work and in meeting deadlines; demonstrated ability to work cooperatively with staff and supervisors and to work independently; professional office etiquette; self-motivation; good judgment and attention to detail. Experience in customer service or other consistent interaction with the public; and demonstrable ability to perform the essential functions of the position.

Job Applicants must pass a basic word processing/typing and mathematical test during the initial interviewing process.

 

All staff must pass a state and federal background check and submit fingerprint analysis upon hire and every five years to maintain employment.

 

LICENSURE OR CERTIFICATION REQUIREMENTS

 

Maintain valid Ohio Driver’s License. Notary Public in the State of Ohio (can be obtained upon employment)
