MINIMUM REOUIREMENTS

Must be an honorably discharged Veteran. Possession of a valid Ohio Driver's license. Possess qualities as listed in Title 5901.07. Ability to type accurately. Skill in the use of ordinary office equipment, including computer, and calculator. Ability to interview and counsel veterans and veteran's families. Graduation from the twelfth grade or equivalent.

Pre-employment physical and drug screen required.

Job Responsibilities.;Under the direction of the Commissions appointed Supervisor, is responsible for counseling, informing, and tracking veteran's and/or veteran's families, of their Veteran Administration (VA) benefits and rights; must interview and investigate applicants for financial assistance.

Essential Duties:

*      Counsels and interviews' veterans and veteran's families. Files claims, applications, and forms for veterans and/or dependents for benefits with Department of Veterans Affairs; obtains records {certified copies of discharges, marriage, birth, and death certificates); conducts follow-up on the claims to see that they are properly adjudicated.

*      Attends bi-monthly Board Meetings and reports to Commission on prepared cases and/or office operations.

*      Takes* transcribe, and types Minutes of Comissioners Board Meetings and Work Sessions; sends copies of minutes along with a reminder letter reminding Commissioners of next regular scheduled meetings or work sessions.

*      Interviews and investigates applicants seeking financial assistance; typesincome statements and composes synopses of veterans'financial difficulties; issues vouchers, maintains, and purges filing system in accordance with schedule established by the Erie County Records Commission.

*      Drives Van in absence of Van Driver.

*      In the absence of the CVSOTs Supervisor prepares an audit from work sheets in files, transfers amounts to record book, balances, and proves amounts, types disbursement list to be forwarded to the auditor's office for payment once a month; types letters to payees. Returns folders to files after the audit is balanced, does follow-up on all vouchers issued, paid, and returned the Veterans Service Office.

*      Submits letters to the Next of Kin (veteran's obituaries) to inform them of VA benefits and invite them to come to the Veteran Service Office for consultation; issues flag holders for veterans graves; maintains card file on deceased veterans.

*      Conducts investigations through telephone conversations or correspondence concerning information presented by veterans, i.e. employment, bills owed to credit companies, landlords, mortgage companies, etc.

*      Maintains filing system; transfers needed materials to computer.

Non-Essential Duties:

*      Assists in preparation of materials for meetings* - Answers telephone and greets callers; answers inquiries.

*      Performs other duties as assigned by the CVSOs Supervisor or Commission.  Speaks to groups about VA benefits, as required.

Necessary Skills Knowledge and Abilities:

*      Knowledge of modern office and procedures    Knowledge of public relations.

*      Knowledge of English grammar, spelling, punctuation, and work usage.  Ability to investigate and counsel applicants,

*      Ability to read, comprehend, and interpret various laws and regulations.

*      Ability to balance accounts and copy information from one record to another accurately.

*      Ability to add, subtract, multiply, and divide.  Ability to use adding machine or calculator  Ability to compose correspondence.

*      Ability to deal with several variables in familiar context.

*      Ability to prepare reports and maintain records.

*      Ability to deal with confidential information,

*      Ability to use copier and other equipment efficiently.

*      Ability to develop and maintain effective working relationships with supervisors, associates, and the general

*      Ability to show compassion and understanding to ALL veterans,

*      Skill in effective oral and written communications

*      Skill in typing accurately at least 50 words per minute,
